This study purposed to find out the Management Strategy of Village Owned Enterprises (BUMDes) in Maccini Baji Village, Bajeng District, Gowa Regency. This study used descriptive qualitative, data sources were primary data and secondary data. The results of the study showed that the strategy for managing village-owned enterprises had 4 aspects that affect the management strategy, namely the planning aspect had followed the procedures listed in the AD/ART, the organizing aspect was appointing a manager who was an element of the village community and did not have duties in the village government, the directive aspect had supervised the work of members as well as monitoring and evaluating aspects of managers conducting evaluations every 3 months, 6 months and annually. Then the factors that influenced the management of village-owned enterprises in Maccini Baji village were the existence of a system of cooperation to full support by the village government, equity and procurement of bumdes business funds. This study purposed to provide on overview and explanation of public service accountability in the process of building permit service in the Gowa Regency Investment and One Door Integrated Services Office. This study used qualitative research by using the type of phenomenology. The number of informants in this study was seven people. The results of this study showed that for the Government of Gowa Regency in order to create an excellent service system. From an academic point of view, the results were expected to be useful for the development of administrative science. The result of this study showed that the government of Gowa Regency had not been accountable for providing services reference not yet fully oriented towards the community in obtaining services. Therefore, it was necessary for the government to increase transparency and accountability in services, especially in service costs and the length of the service process that the community complained about.

This study purposed to find out local government oversight of the management of natural resources associated with illegal sand mining in Taamalatea Village. This study used descriptive qualitative with six informants. Data collection techniques were observations and interviews with informants. The results of this study showed that the supervision was not running optimally so that it could not minimize the occurrence of miners who could not get permits. Factors affecting supervision were human resources that were still less effective because the community had low education thus they chose to be miners while community participation had cooperated according to what the government wanted to protect the environment to prevent landslides.

This study purposed to determine the implementation of the coordination function in prevention between the Regional Government and PT. Bayu Energy Development of Bayu Power Plant (PLTB) in Jeneponto Regency. This study was a qualitative descriptive study, while data collection techniques used observation, interviews and documentation. While the informants in this study were 8 people. Data sources used were primary data and secondary data, data analysis techniques with data reduction, data presentation and verification. The results showed that the Implementation of the Coordination Function between the PUPR Office and PT. Bayu Energy in PLTB Development in Jeneponto Regency had not run optimally, seen from the aspect of conflict prevention and contradiction, it did not find any solutions in its settlement, because the coordination requested by the PUPR Office was not responded by PT. EBJ, aspects of prevention of wastefulness prevention of wastefulness that occured between the two parties each opinions on the SOP that governed it, the aspect of preventing differences in approach did not work optimally because it had a different approach, and the prevention of differences in implementation did not run well because there was no division of labor.

Implementasi Kebijakan Sertifikasi Guru Dilihat Dari Aspek Kecendrungan Pelaksana (Implementor) pada SMA Negeri 2 Tanjung Kabupaten Tabalong. penelitian ini adalah untuk mengetahui bagaimana proses pelaksanaan kebijakan sertifikasi guru di SMA Negeri 2 Tanjung dengan menggunakan teori yang digagas oleh Van Meter dan Van Horn berupa, standar dan sasaran kebijakan, sumber daya, hubungan antar organisasi, karakterisitik agen pelaksana, kondisi ekonomi, sosial dan politik serta disposisi implementor dimana keenam variabel/indikator ini sangat berperan dalam proses implementasi kebijakan. Dari ke enam Indikator itu peneliti memfokuskan pada Disposisi Implementor. Pada penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif dengan melakukan wawancara langsung kepada nara sumber dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan sertifikasi guru di SMA Negeri 2 Tanjung telah berjalan dengan cukup baik. The aim of this study was to describe the process of gender mainstreaming in the promotion in accordance at BKD Makassar Government with Presidential Instruction No. 9 of 2009 on Gender Mainstreaming mandated to be implemented by government agencies including Local Government. The type of study was qualitative. Type of research is phenomenological. The data were collected using instruments such as interviews, observation and documents. The results of study indicated that there are three involved in this case, namely, (1) employees access to promotions that the difference in information for employees, (2) participation indicates the absence of employee involvement in the promotion except that it has the task, and (3) the promotion of employees in positions of authority do not exist except the mission from the leader. Keywords: gender mainstreaming, promotion Tujuan dari penelitian ini adalah untuk menjelaskan proses pengarusutamaan gender dalam promosi jabatan di BKD Pemerintah Kota Makassar sesuai dengan Instruksi Presiden Nomor 9 Tahun 2009 tentang Pengarusutamaan Gender yang diamanatkan untuk dilaksanakan oleh Lembaga Pemerintah termasuk Pemerintah Daerah. Jenis penelitian adalah kualitatif. Penelitian menggunakan tipe fenomenologis. Teknik pengumpulan data menggunakan instrumen berupa wawancara, observasi dan dokumen. Hasil penelitian menunjukkan bahwa ada tiga yangg terkait dalam hal ini yaitu: (1) akses pegawai terhadap promosi jabatan itu adanya perbedaan informasi bagi pegawai, (2) partisipasi menunjukkan tidak adanya keterlibatan pegawai dalam promosi jabatan kecuali yang memiliki tugas, serta (3) kewenangan pegawai dalam promosi jabatan tidak ada kecuali adanya utusan dari atasan. Various phenomena related to women both in the political, economic, social, cultural and existential creates differences between men and women. Who gave birth to the idea that the position of women and men differ, women tend to be subordinate in the household. Therefore, in this paper want to see the role of the Family Planning and Women's Empowerment in improving the quality of women. Peneliian uses descriptive research is data collected kualitatiff dideskriptifkan based on direct interviews and direct observation in the field. Role of the Family Planning and Women's Empowerment in Women's Empowerment is to socialize the business group to participants empowerment, mentoring ranging from the preparation, implementation and evaluation, and the latter is training, which includes the training of making traditional snacks, training party bag and training dressmaking , in the event that serves as the implementing agency ie Family Planning and women's empowerment assisted by NGOs (Non Governmental Organization) as well as the PKK, while functioning as a participant that will empower women. With the passage of the role women can already malakukan Access, Control, Benefits and Participation Berbagai fenomena terkait dengan perempuan baik dalam bidang politik, ekonomi, sosial, dan budaya menciptakan perbedaan eksistensial antara laki-laki dan perempuan. Hingga melahirkan pemikiran bahwa kedudukan perempuan dan laki-laki berbeda, perempuan cenderung sebagai subordinat dalam rumah tangga. Untuk itu, dalam tulisan ini hendak melihat peran Badan Keluarga Berencana dan Pemberdayaan Perempuan dalam meningkatkan kualitas perempuan. Peneliian ini menggunakan penelitian deskriptif kualitatiff yaitu data yang dikumpulkan dideskriptifkan berdasarkan hasil wawancara langsung dan pengamatan langsung di lapangan. Peran Badan Keluarga Berencana Dan Pemberdayaan Perempuan dalam Pemberdayaan Perempuan yaitu dengan melakukan sosialisasi tentang kelompok usaha kepada peserta pemberdayaan, pendampingan mulai dari tahap persiapan, pelaksanaan hingga evaluasi, dan yang terakhir yaitu pelatihan yang didalamnya berisi pelatihan pembuatan jajanan pasar, pelatihan tas pesta dan pelatihan penjahitan, dalam kegiatan tersebut yang berfungsi sebagai pelaksana yaitu Badan Keluarga Berencana Dan Pemberdayaan Perempuan yang dibantu oleh LSM ( Lembaga Swadaya Masyarakat) serta tim penggerak PKK, sedangkan yang berfungsi sebagai peserta yaitu perempuan yang akan melakukan pemberdayaan. Dengan berjalannya peran tersebut perempuan sudah bisa malakukan Akses, Kontrol, Manfaat dan Partisipasi.
